Consumer rights: how to complain

Who to contact about a dispute with a trader, telecom operator, bank or public service.

Checked 2026-106 steps
  1. Try the trader first

Keep the invoice, receipt, contract and photos, and send a written complaint to the seller or provider with a deadline to reply. Many disputes are settled at this stage.

  2. Consumer Affairs Unit (hotline 185)

The Consumer Affairs Unit of the Ministry of Commerce and Consumer Protection handles consumer complaints: call 185 or email consumerpu@govmu.org. It seeks an amicable settlement and, if that fails, the case can go to court.

  3. Controlled prices and goods

Also report to the Consumer Affairs Unit any overcharging on price-controlled goods, missing price displays or expired products.

  4. Telecoms and internet: the ICTA

Once you have exhausted your operator's complaint process, file a complaint on the ICTA online system (account creation with a valid email address).

  5. Banks and insurers

Complain to the institution first; if unresolved, you can turn to the Ombudsperson for Financial Services (conditions to be confirmed on its website).

  6. Public services (water, power, government)

Use the body's own complaint channel first (e.g. the CWA 'Complaints' page, CEB customer service), then the Citizen Support Portal if needed.
